Maldonado added that most of the men beaten were Venezuelans.
It is unknown how many of the victims were immigrants, and motives have not yet been established.
Ozanam Center is a homeless shelter serving individuals and families in the area. Due to its location on the U.S.-Mexico border, many of its customers are immigrants.
The crash comes as the city of Brownsville deals with an influx of immigrants.
Last month, the city declared a disaster after 15,000 migrants, mostly from Venezuela, crossed the border in a week and overwhelmed border security.
Only about 2,000 immigrants cross Brownsville during a typical week.
Tensions mounted last month amid a surge in migrants, with some tents housing migrants set ablaze and destroyed.
Some immigrants blamed cartel-backed gangs, but government officials suggested the fire may have been set by a group of frustrated immigrants.
Things could get even worse next week, when Title 42 ends on Thursday.
